The Kentucky Division of Water (DOW) continues to work on assessing individual structures for flood risk leveraging hydraulic and hydrological data from Risk MAP, building polygons derived from Microsoft and LiDAR. DOW has developed a methodology that calculates Average Annualized Percent Loss (AAPL) for all structure types indicated on FEMA’s Elevation Certificate (EC). The AAPL scores take flood hazards and building resilience into account to estimate flood risk per structure. The methodology is flexible and may be easily updated with more precise structure information and flood study data. Structure-based risk assessments are conducted prior to Discovery for each watershed based on BLE data and refined as more precise flood hazard data are created throughout the life of watershed-based Risk MAP projects. This presentation goes into depth on how this type of information may be used for risk assessments and mitigation strategies.
